Odisha Beach Horror: 20-Year-Old Girl Gang-Raped by 10 Men in Ganjam
In a deeply shameful and tragic occurance, a 20-year-old college student was gang-raped by ten men on a highly frequented beach in Ganjam, Odisha. The event took place on the evening of June 15, 2025, causing national outrage and pushing urgent questions about women's safety at tourist destinations.
The Night of Horror.
The victim, a college student from Berhampur, had initially gone to Gopalpur beach with a male friend to celebrate the Raja festival. Around 9:30 PM, a gang of ten men approached them suddenly, beat up her male friend, held him hostage with a knife, then dragged the girl to a more secluded part of the beach. Many of them took turns gang-raping the girl while the others looked out.
After the rape, the assailants reportedly threatened both victims, extorted money from them, and left them traumatized. The girl and her friend were able to contact the police for help hours later.
Who were the accused?
Seven of the ten accused have been arrested so far, and a manhunt is underway for the rest. Shockingly, four of the accused were minors - 17 years old - raising new questions about if they should be.
Outrage and Political Action
This mass killing of a group of mothers and babies inspired rage in Odisha and India overall, and has spurred activists, citizens, and politicians to press for swift justice and maximum punishment.
Odisha's Chief Minister, Mohan Charan Majhi, came out against the mass killing and commented:
> "This is a clear breach of humanity. The possible and strictest action will be taken against [the offenders].... There is no need for mercy."
In reaction to the incident, he has also ordered improvement on state tourist site security.
Systemic Failures: Where was the Tourist Police?
The killing of these mothers and babies has prompted clearly evident holes in Odisha's tourist police platform. Gopalpur beach, for example, is a well-known tourist destination, has no infrastructure , such as CCTV coverage, lighting or police patrolling. Many critics contend that the lack of visible, trained police made the area a simple target.
The government also contends that they will promise:

As the investigation continues, the survivor has been relocated to a place of safety, receiving both physical and psychological care. The case will be fast-tracked to trial in the courts, with the public demanding the harshest possible penalties permitted by the law.
However, this is more than just another crime-it's a wake-up call. For every woman taking a walk down a beach, visiting a festival, or simply enjoying her freedom, being safe cannot be left as a privilege-it must remain a right.
